Suggested minimal set

• IDENTITY — role and response style
• TOOLS — tool boundaries and permissions

Add these later if needed:

• SOUL — principles and decision boundaries
• USER — user preferences and stable constraints
• HEARTBEAT — periodic checks and proactive routines
